Le 1er juin dernier, Donald Trump a annoncé officiellement le retrait des États-Unis de l’Accord de Paris, adopté en 2015 lors de la COP 21, qui fixe les grandes orientations de la gouvernance climatique mondiale. Cette séquence diplomatique vient conclure un ensemble d’initiatives qui allait dans le sens d’une obstruction aux politiques de lutte contre les changements climatiques…

Le Plan climat vise à faire de l’Accord de Paris une réalité pour les Français, pour l’Europe et pour l’action diplomatique de la France. Avec la volonté de contenir le réchauffement climatique en dessous de 2°C, l’Accord de Paris fixe un cap ambitieux pour lequel la France a le devoir de montrer la voie de la mise en œuvre. Avec le Plan climat, la France accélère l’application opérationnelle de l’Accord de Paris et dépassera ses objectifs initiaux à travers les six thèmes retenus.

The issue of climate change has invoked the European Union’s interests since the time the issue became a political one in early 1990s. The EU has been an active entity in formulating rules and policies to address climate change domestically and internationally too. It was a leader in the climate change issue for a decade responsible for successful ratification of the Kyoto Protocol and implementing various policies and practices. Its role however has considerably weakened post Copenhagen Summit in 2009.

Estimates of climate change damage are central to the design of climate policies. Here, we develop a flexible architecture for computing damages that integrates climate science, econometric analyses, and process models. We use this approach to construct spatially explicit, probabilistic, and empirically derived estimates of economic damage in the United States from climate change. The combined value of market and nonmarket damage across analyzed sectors—agriculture, crime, coastal storms, energy, human mortality, and labor—increases quadratically in global mean temperature, costing roughly 1.2% of gross domestic product per +1°C on average. Importantly, risk is distributed unequally across locations, generating a large transfer of value northward and westward that increases economic inequality. By the late 21st century, the poorest third of counties are projected to experience damages between 2 and 20% of county income (90% chance) under business-as-usual emissions (Representative Concentration Pathway 8.5).
