The report examines the business view across Europe, focusing on France, Germany, Spain and Poland where we held roundtable discussions with a range of businesses and partner think tanks. We recommend that serious consideration should be given to expanding the EU Emissions Trading Scheme to include imported energy-intensive goods in order to create a level playing field for European businesses in the global market. We also call for the EU’s multi-year budget to be refocused away from inefficient agriculture subsidies and structural funds and towards more funding for innovation. (© David Nash)
