- Finds that while the formulation “an agreed outcome with legal force” has drawn considerable attention, the reference to “legal instrument” in the same decision from Durban could also benefit from clarification
- Highlights the importance of science for the 2013-2015 review and the agreement that the review should be guided by equity and the principle of common but differentiated responsibilities
- Emphasizes the importance of a credible second commitment period under the Kyoto Protocol as part of the Durban compromises
