This brochure on energy efficiency policies implementation in the EU-27 is based on the ODYSSEE-MURE project supported by the Intelligent Energy Europe program of the European Commission, the EnR club and the European energy efficiency agencies. The project aims at evaluating the impact of the energy efficiency policy implementation for the EU-27 countries, Norway and Croatia, and at revealing the innovative and good practices over Europe based on sound ex-post evaluations.
Around 1500 on-going national Policies and Measures have been scrutened to carry out a strategic analysis on implementation dynamics in the recent years as well as impact assessments. This cross-country comparisons has shown that the 2008-2009 crisis has certainly affected the policy design and the policy mix according to national circumstances but more in a way of reoptimizing the existing packaging of measures rather than radical changes.
These unique results in Europe contributes to the implementation and assessment of the monitoring requirements of the ESD (energy service Directive) and more recently to the EED (energy efficiency directives) or others sectoral European directives such as the Energy Performance Building Directive (EPBD).
This analysis can be judicially complemented by the newly edited brochure on energy efficiency indicators in the EU-27 based on the ODYSSEE data base also carried out along the same project.
