The 19th Conference of the Parties (COP 19) to the United Nations Nations Framework Convention on Climate Change (UNFCCC) held in Warsaw from November 11 to 23 resulted in decisions that provide the minimum needed at this point on the way to the new global climate agreement, but leave many central questions unanswered. A lack of ambition and urgency displayed by most major Parties set the tone for the conference and prevented any large breakthrough on short-term climate change mitigation ambition, on finance or on the shape of the new agreement.
