La chute du prix du Brent de 50 % en six mois ouvre des perspectives favorables aux économies importatrices de pétrole, à la condition toutefois qu’elle soit durable. À l’horizon 2016, la situation d’excès d’offre sur le marché, alimentée par le développement de la production de pétrole de schiste aux États-Unis et l’absence de réaction de l’OPEP pour contrecarrer cet essor, va dans ce sens. La production non-conventionnelle américaine, dont la rentabilité n’est plus assurée en deçà du seuil de 60 dollars le baril, subit certes le contrecoup de la baisse des prix, mais l’ajustement de la production d’ici à deux ans ne ferait pas remonter le prix à son niveau d’avant-choc…

It appears that there is an emerging contradiction at the heart of decarbonisation policy in the EU power sector: On the one hand, there is increasing recognition of that as the share of renewable and low‐carbon electricity generation becomes larger, the existing wholesale electricity market design in many EU countries will struggle to drive the necessary investments in the power sector during the low‐carbon transition. On the other hand, a number of EU institutions, including the EU Council and the Commission, have continued to assert the central role of the ETS – an instrument based on the economics of the existing power market design – in electricity sector decarbonisation. Over the last decades many OECD countries have implemented green quotas, feed-in tariffs, or feed-in premiums to promote electricity production from renewable energy sources (RES-E). More recently, these RES-E policies are overlaid with emission caps to reduce CO2 emissions. In this paper we investigate how emission caps change the electricity market outcome of pre-existing support schemes for renewable electricity production: with a green quota RES-E production declines, while it remains constant for feed-in tariffs, and expands for feed-in premiums; across all three RES-E policies an emission cap drives up the consumer electricity price with the price increase being lowest for the case of feed-in premiums; the economic adjustment cost to emission caps on the other hand turn out to be highest for pre-existing feed-in premiums, followed by feed-in tariffs and green quotas

The promise, prospects, and public policy trade-offs related to second-generation biofuels in road transport were addressed in an executive session convened at The Henry Ford Museum in Dearborn, Michigan, on April 7 and 8, 2015. The workshop brought together twenty-eight of the world’s leading experts from the fields of policy, science, and business for an intensive two-day session (see the Appendix for a list of the participants). The discussions were off-the-record, with each participant present in his or her own capacity, rather than representing his or her organization. This report is a summary of the main points and issues raised over the two days. It has been reviewed by all the participants. The summary is intended to reflect the breadth of the discussion, rather than to suggest any form of overall consensus among the participants.
