This comment piece follows on from previous publications by Beatrice Petrovich and assesses whether the main European energy exchanges provide a reliable price reference for traded gas. Exchanges are viewed as performing a vital role in the development of a traded commodity market and provide the important functions of: price discovery, price transparency, supply/pricing flexibility, physical balancing and financial risk management. Based on this, if gas exchange trading activity exists and offers reliable price signals, we can conclude that these vital functions are provided at a satisfactory level and therefore foster the development of a mature traded commodity market. In particular, this applies to some of the nascent hubs at the European trading periphery, where well-functioning exchange trading could be instrumental in helping to develop hub liquidity by offering new products on “easy-to-trade” electronic platforms and, perhaps more importantly, price transparency.

Résumé : Together, Central and South America and the Caribbean represent more than 450 million people and 12% of the Earth’s total emerged land. The region stands out in the global energy landscape for the outstanding contribution of renewable sources to its energy production. Maintaining this level of renewable energy in the future might prove a challenging task, as ‘historical’ energy sources (hydropower, biomass) run into sustainability issues and ‘new’ options (wind, solar, geothermal energy) still depend on public support schemes. However, South America’s small fossil resource endowment and excellent renewable potential make it the ideal candidate for pioneering a renewable energy transition. The energy sector’s contribution in fueling economic growth in a socially and environmentally sustainable way is also an issue that is particularly significant in the developing context on the continent. Tandis que la Directive européenne pour la promotion des énergies renouvelables est en cours de révision, comment ce cadre politique peut-il contribuer à créer un environnement favaorable à la réalisation de ces objectifs ? The global transition towards sustainable, secure, and affordable electricity supply is driving changes in the consumption, production, and transportation of electricity. This paper shows the different policy aims that are promoted with smart grids in Europe, the United States, and China. In all cases, the developments are motivated by the possible improvements in reliability and affordability yielded by smart grids, while sustainability of the electricity sector is not a central motivation.
