Executive Summary :
The decisions adopted at the sixteenth meeting of the Conference of the Parties (COP 16) to the UN Framework Convention on Climate Change (FCCC) in Cancún represent a considerable step forward towards more frequent, transparent, comprehensive and consistent reporting of climate change data and information for all countries. At present, developed countries submit national communications every 3-5 years and national inventory reports annually, and developing countries submit national communications on an irregular basis.
The Cancún Agreements outline the list of topics to be included in biennial reports and indicate that guidelines for them are to be developed, but provide limited guidance on their structure and content. This paper makes suggestions for the structure and content of biennial reports…
