The paper assesses the trade flows from a number of developing countries to the EU in some of the sectors that have been identified by the European Commission as particularly sensitive to carbon leakage. By doing this, the authors are able to quantify the potential exposure of developing countries to a possible carbon cost on imports, if put in place by the EU. (© ICTSD)
