The government has published a draft Energy Bill, which would implement its electricity market reform proposals. This comment, by Malcolm Keay, looks at the provisions of the Bills. They would certainly add many new layers of regulation to a supposedly deregulated industry and substitute government decisions for those of market participants. However, many details of the proposals, including the ultimate costs and benefits, remain unclear and the future of the proposals remains uncertain. (© OIES)
