The “missing money” problem is well known in deregulated electricity markets. Backup and peak capacity is only used once in a while and thus has to recoup all its capital cost from high prices at these times. Yet the prices during these times are set by their own marginal running cost – assuming they are the marginal producer. Even if they are able to get prices higher than their marginal running cost, regulated price ceilings exist in several markets due to worries about market power…
